JOB PURPOSE

To drive and lead a culture of Health, Safety & Environmental (H, S & E) excellence throughout the business. To act as the competent person on site, ensuring that safety, health and environmental management systems and policies comply with legislative requirements and are applied consistently and rigorously across the business.

 

ACCOUNTABILITIES
  • Drive and lead a culture of safety, health and environment (H,S & E) across the business, ensuring H,S & E is naturally the number one business priority and that excellent H,S & E practices and behaviours are second nature to every employee.
  • Review and continuously improve the Safety, Health, and Environmental Management Systems and policies, ensuring the systems are applied consistently and rigorously across site
  • Ensure that internal and external auditing, inspection and monitoring on all H,S & E systems is appropriately undertaken.
  • Manages key stakeholder external relationship such as:-

I. Health and Safety Executive
II. Environment Agency
III. H.M.Fire Inspectorate
IV. Fire and Rescue Service
V. NHS Services Wales
VI. South Wales Police
VII. Local Authority (Emergency Planning Services)
VIII. Aviation authorities

  • Build, develop and maintain credible, effective relationships with colleagues and networks across TBD.
  • Keep abreast of current and future thinking associated with H,S & E excellence and apply any new thinking in a pragmatic, consultative manner.
  • Elect and set up H&S representative meetings as per statutory requirements.
  • Overall responsibility and compliance of the Company’s H, S& E, making sure staff are aware of the importance and follow safety protocol.
  • Advise TBD workers on all aspects of Health & Safety.
  • Implement practical and effective methods, both preventative and remedial, of promoting health and safety and safe working practices in the workplace.
  • Conduct/organise relevant health and safety training for staff as required, including first aid, Induction, Abrasive wheels  and fire safety for example.
  • Conduct all “risk assessments” as required by legislation and are reviewed for effectiveness at relevant recorded intervals and to maintain records of the same.
  • Conduct & carryout internal and compliance audits of all RHA sites; report on findings and manage issue log through to completion.
  • Carry out all risk assessments and special assessments for TBD as required by business, including display screen equipment, manual handling, lone working, forklift loading, pregnant workers, young workers etc.
  • Co-ordinate and manage first aid and fire safety representatives for TBD.
  • To recommend, manage & implement control measures and advise on the standard of P.P.E. issued to employees.
  • To carry out investigations into all accidents and near-miss incidents and to record the findings on the relevant forms.
  • Advise the Senior management team of all incidents reportable under R.I.D.D.O.R.
  • Conduct recorded health and safety inspections and prepare reports and documents as required.
  • To identify areas where training/certification is required to meet the standards imposed by Legislation, Approved Codes of Practice, or H.S.E. guidance. Arrange such training/certification and occupational health requirements  once identified.
  • Keep up to date with changes in current legislation and implement such changes where relevant.
  • Bring to the attention of the Leadership Team any relevant new legislation and how it may impact the business.
  • Attend such courses/seminars run by external sources to enable accurate interpretation of legislation to enable implementation within the organisation.
  • Liaise with the Facilities Co-ordinator and Quality manager to establish contractor health & safety procedures and support the pre-planned maintance programme.
  • Immediately contact the Leadership Team if situations are found, that in the opinion of the H&S Manager, require immediate rectification or the stopping of any operation.
  • Any other ad hoc health and safety duties as required.

KNOWLEDGE, SKILLS & EXPERIENCE
  • Proven competency in Health, Safety and (or) Environment preferably within a manufacturing environment.
  • Significant experience of hot work, welding, LOLER, noise  etc.
  • Experience of successfully managing Health, Safety and the Environment and its resources.
  • Proven ability to manage teams, demonstrating strong communication and leadership skills.
  • Excellent interpersonal and influencing skills with an ability to challenge and question all levels with the organisation.
  • Proven ability to proactively manage the relationships with key external regulatory and competent bodies and authorities.
  • The ability to advise the company and individuals on all aspects of Safety, Health and Environmental legislation.
  • Must be qualified to at least Chartered/Corporate status in a H,S & E discipline and of degree calibre
  • Must hold qualifications in teaching and have the ability to design and deliver relevant inhouse H, S and E training courses
  • IT literate and a comprehensive understanding of Windows based programmes to include Word, Excel, PowerPoint and Outlook is essential.

General:
  • All enquiries will be handled promptly and accurately.
  • There may be occasions when it is necessary for duties to be undertaken away from the office therefore there may be overnight stays which will be required away from home.
  • Any other tasks which can reasonable be performed as requested by TBD Chief Executive Officer.
  • Due to the role supporting health & safety product related matters for multiple clients, the post holder must have a current driving licence.

Projects
Various projects  and systems are managed on an on-going basis, such as the Environmental, Safety and Security  Management Systems, On-Site Emergency Manual, Contingency and Security Emergency Plan and Fire Emergency Plan. In addition to this there are many other H,S & E and Security issues and initiatives ,  which the job holder has to manage or will be expected to be involved in on a regular basis.

Examples of these are: Transport Surveys, COSHH Surveys  Noise Reduction Programmes, welding fume reduction programmes, Stress Strategy programme, Health and Safety Surveys/ Audits, Inspections, the review and  implementation of formalised corporate  Health, Safety, Environmental and Security Systems and procedures and the management  and provision  of all HS&E Training across site.
